As you are all aware, 1st July 2004 the new residential sustainability measures become regulation. I have only just received confirmation from the authorities who created the legislation of what is required.
The new regulations apply to dwellings (Class 1 & 2 only) and not dwelling additions at this stage (additions are proposed to be effected in July ’05).
Application Stage
- Where substantial design has occurred prior to the 1st July 2004, applications can be still be processed and approved under the current regulations, but I will need to be supplied with documentary evidence (to demonstrate substantial design) for all applications lodged after the 1st July.
- Designs that have commenced after the 1st July 2004, require in addition to the usual information, two copies of the Energy Certificate and report and stamped plans demonstrating compliance with one of the following:-
- Five star energy rating.
- Four star energy rating with a rain water tank connected to all sanitary flushing systems.
- Four star energy rating with a solar water heating system.
- Please note options b. and c. is only available to July 2005 (at this stage).
Occupancy Permit Stage
- For all projects issued under the regulations prior to the 1st July 2004, procedures for booking inspections and supply of relevant certificates remain the same.
- Building permits issued for projects that are under the new standard, a copy of the compliance check list (supplied by your assessor), will need to be completed, signed and submitted prior to arranging a final inspection.
